FLORIDA SHUFFLEBOARD ASSOCIATION INC.
Spring Meeting, Sebring, Florida
March 15, 2008

OPENING:  President Bailey called the meeting to order just before 9:00 A.M.  Ralph Day led us in prayer followed by the pledge to the flag. 

GUESTS:  Eight guests introduced  themselves and told what District they were from.  President Bailey welcomed them and thanked them for coming.

ROLL CALL:  Absent from the meeting were 3rd Vice President, Joan Cook, Darden Nelms was absent but Ed O’Neal was there as KOR, Richard Dawley represented Jackie Nelms, Al Nuttall is the new President of Southwest Coast, Dale Thompson, 4th Vice President of Southern District represented State Delegate George Adkins, Southeast District President Marge Taylor was absent and State Delegate Tom Coady, Northern District, Vice President Al Wilkinson represented President Walter Czyzewski, Central District , Glenn Monroe is the new President and Clarence Wright is the state delegate.

 MINUTES:  Motion by Clarence Wright and seconded by Allan Bessette that we do not read the minutes but accept them as published on the website.

COMMUNICATIONS: National dues of $20.00 have been paid and ad in the National Program for $200.00 has been paid.  Paul Prescott and Ann Hersom are looking after filing the corporation fee and filing the taxes.

Letter from Darden Nelms 
I would like to thank everyone who has helped me throughout my years as FSA KOR and Webmaster. During these years we have installed a new KOR record keeping system, implementing new features and expanding on the data driven system begun by Wilbur Estes and continued by Ed Johnston and Ann Hersom, your former  KOR’s
The FSA website has also been expanded to include new features, allowing shufflers to search our FSA data in many different ways and offering an entirely new medium for communications.
The cooperation I uniformly received from the District Presidents, Keeper of Records, Tournament Directors, and the shufflers themselves, has been outstanding.  I have learned a lot during my tenure and want to salute these unsung workers of the shuffleboard world.  Without them the job of FSA KOR and Webmaster would be impossible.
I have thoroughly enjoyed being of service to the FSA shuffleboard community as your KOR and Webmaster, an experience that has sometimes been frustrating, often challenging, occasionally exhilarating AND always rewarding.
I encourage each of you to extend the same effort and courtesy to Ed O’Neal, your new KOR and Webmaster and am confident you will give him the help he will need to get this job done.

There was a letter from the Northern District requesting a rule for assisting handicapped players (wheelchair)
but it was decided that tournament directors have the authority to deal with that problem. 

TREASURER’S REPORT:  Ann Hersom read the treasurer’s report. We have a balance in the checking account of $7,522.04 and CD’s totaling $29,555.63 making a net worth of $37,077.67. This report will be filed for audit.  1st Vice President Glen Peltier noted the tremendous job that Ann Hersom does as treasurer.
Ann asked that all presidents take back to their treasurers and tournament directors that the $50.00 from the state be treated as a Sponsor’s Donation on the Financial Report Form and one of these forms must be filed for every tournament. 

REPORTS FROM EXECUTIVE BOARD:
1.  1st Vice President - Glen Peltier
- No report at this time
2.  2nd Vice President - Phil Rebholz - No report at this time
2.  3rd Vice President - Joan Cook - absent 

KEEPER OF RECORDS: Ed O’Neal  reported that he is looking forward to helping the state. The last three months have been very busy getting familiar with several new programs that he needs to know to attack this website as well as learning the structure of the website itself. It has been a real challenge but he thinks that he has it pretty much under control.
“I have nothing but admiration for Darden and those that did this job before him.  The only problem that I have found is that Darden had his own little system for getting access to the website and for updating records and could not be packaged up to give to someone else. I have designed a new system which I think works extremely well .  It is sort of sad in a way, I have done all of this work and when you look at the website next season you shouldn’t see any difference whatsoever.  If you do then I have messed up somewhere.
The only other thing that I would like to add is on the results form we have a perfectly good fill in, feedback form and I insist on everyone using that. I do not want to get hand written notes about winners of tournaments and things like that. There is one other form that I will accept. On the computer run tournaments I designed a section that will automatically format results into the same format that I want it at the state level.
These are the only two formats that I will accept.  Either use the website feedback form or the computer tournament form.” 

REPORT FROM DISTRICT PRESIDENTS:

1.    West Coast District - Don Winkleblech - No report at this time.

2.      Southwest Coast District - Al Nuttall - Al reported that he was elected to this position a week ago. He is looking forward to working with all of you. Al also reported that after talking to John Brown it sounds like he has everything under control for the State Masters at Trailer Estates.

3.      Southern District -     Ray Blair - Ray Blair reported that after having a problem with some of the players in his District the Board of Directors composed a letter and posted it in all places in their area where tournaments are held. Some of the messages are

1.      Be polite to your opponents and partners

2.      Treat them with the respect which they deserve

3.      Preserve their dignity

4.      Refrain from intimidating opponents and partners

5.      Do not try to get something for nothing

6.      This Board will not tolerate un-sportsmanship or discourteous actions, and can and will take further action when necessary. If a problem continues, a letter with the date of the offense and the number of tournaments the player is suspended for and the beginning date of the suspension is given to the offender. President Bailey reminded them that suspension has to come from the full board and not just the Executive Board and also remember to document everything.

4.      Southeast Coast District - Marjorie Taylor – absent 

5.      Central East Coast District - Pat Knapp - We need envelopes with the logo on them.

President Bailey said that he had them and would get them to the Lakeland tournament to                    be picked up.      

6.      Northern District - Al Wilkinson for Walt Czyzewski - No report

7.      Central District - New president Glenn Monroe reported that Paul Prescott had hip replacement and was doing well. He will be at the Lakeland tournament as a spectator. Glenn also told us that he had new trophies made for the Central District Masters and they have the shuffleboard logo on them. He brought one to show everyone. 

REPORTS ON STANDING AND SPECIAL COMMITTEES

1. State Tournament Director - This position is still needing to be filled. It requires having someone to be tournament director at all red line tournaments (not necessarily doing them himself) and doing or having someone do the State Masters tournament.

State and District Tournament Regulations
Art. 2 (a)
The Florida Singles Championship shall be held at the same time and place as the Annual Winter Meeting of the Association.  The Host Club sponsoring the State Singles Tournament, Pro Division, shall receive gratis a page in the Preview to advertise the event.  The Host Club shall arrange a Banquet the first night, starting at 6:30 P.M. for the incoming members of the State Hall of Fame.  The FSA will furnish banquet tickets for; the incoming members of the FSA Hall of Fame, the Executive Board, the Treasurer, the Secretary, the Keeper of Records, the immediate Past President, and their spouses.  The Host Club will provide a place for the Business Meeting following the banquet.  The Host Club shall arrange for one night’s overnight accommodation for the President, the 1st, 2nd, and 3rd vice Presidents, the Keeper of Records, the assigned State Tournament Director, the Secretary, the Treasurer, and their spouses for the State Pro Singles Tournament.  The Host Club shall provide the FSA a bill for these overnight accommodations.

C - Playing Rules -1A - When beginning a match, before the practice round begins for the first game, each player may shoot two (2) discs only to check the speed of the court.  These two (2) speed shots must be taken before any court may be swept and/or beaded.  After the first game of a match, if all competitors on a court agree, the court may be swept and/or beaded before the optional speed shots are taken for the second game. There shall be no setups of any kind when taking speed shots.

C - Playing Rule 3E - All State-sponsored or Statewide Doubles and walking singles tournaments shall be 75 points, best two-out-of-three games, Main and Consolation event divisions.  All State sponsored or Statewide Non-walking singles shall be best two-out-of-three games of 16 frames or 75 points, whichever comes first, Main and Consolation event divisions. In tournaments other than the State-sponsored or Statewide events, play may be limited to a specific number of frames, such as 8-12-16 or 20.  A FRAME shall be defined to be equal to a Half-Round; every time a score is posted to the scoreboard constitutes a frame.

Players shall not stand in the way of, or have cue in the way of, or interfere with any other player at any time.

Clarification of C - Playing Rules - 10.
Lorraine Pollock asked for clarification of the above rule.  A 2/3’s majority of the board was received so that this could be open for discussion.  The rule as written applies to doubles and needed an extra line to say what happens in singles. This sentence will be added:
Except, in non-walking singles if a live disc is touched the end shall be played over with no penalty assessed and no score allowed.
This clarification passed.

5. Preview Editor & Web Master - Darden Nelms - Ed O’Neal read the following note from Darden.
This year as everyone knows I am trying to make the Preview a paperless process with very few exceptions.
I have communicated this to all District coordinators and all District Presidents and we are well on the way to make the goal a reality.  I will continue to keep everyone informed concerning our progress and I thank all of the advertisers and coordinators for making the effort to complete this project.

 8.  Hall of Fame Curator: - Clarence Wright - Clarence needs one picture from Mel Erb.  President Bailey said he will see that it is delivered. 

 9.  Hall of Fame: - Glen Peltier- Glen said everything is going well.  John Brown has everything under control. 

 10.  Hospitality & Banquet: - Lee Newell, Doris Hanke, George Adkins and Joan Cook- No one from this committee is here.  President Bailey commented that Hawthorne has held it before and done a superb job.
He also reminded everyone that both walking and non-walking begin on Monday.  Walking at Leesburg and no lunch will be served and non-walking at Hawthorne and lunch will be served.

11.  Publicity: - Joan Cook, Landy Adkins, Terry Rainwater and District Presidents. - Other than District Presidents no one from this committee is here. 

12. Auditing: Lorraine Pollock and Larry Brown will audit the books. 

13.  Masters Tournament Chairman: - Glenn Monroe - the Masters tournament for 2009 will be held at Zephyrhills Shuffleboard Club. 

14. Advisory Board: - Clarence Wright - Nothing at this time. 

UNFINISHED BUSINESS - Problem at a tournament was tabled until fall and had been put off until now. Nothing can be done until a letter is written. President Bailey had received two letters about this player.  After much discussion it was decided that a letter of reprimand be sent to this player with a warning that any further actions will result in steps being taken with no further warnings.

President Bailey asked for nominations from the floor for any of the other positions.  Having no response President Bailey asked the secretary to cast one ballot in favor of the slate as presented. So done.
